During times of peak usage of network resources such as highways, mainframe computers, and power transmission lines, providing access to an additional user can have negative impacts on all other users. Congestion or peak-load pricing systems at least partially internalize the external costs of congestion. But while congestion pricing may make economic sense, how can charging commuters higher prices be made politically viable?
