- Read the section on Emissions Trading in the 1997 Economic Report
of the President. Does this policy give firms the right to
pollute? Is it the right policy for the environmental problems
facing the United States?
The discussion is on pages 208-213 in chapter 6. Students will be confronted with the Table of Contents and should be able to find this material. Emissions trading should generate an interesting discussion on efficient versus equitable solutions to economic problems.
