The issue in
environmental regulation is not, "Are you in favor of a clean environment?"
Instead, the issues are:
- Who will
pay to clean up existing damage and to protect against current
and future damage?
- How can our
society make environmental decisions that will provide maximum
benefit while minimizing cost?

Under the Clean
Air Act, the EPA is required to create a Web site showing what would
happen if an accident occurred at any of the 66,000 locations around
the United States where dangerous chemicals are stored. But the
Federal Bureau of Investigation and the Central Intelligence Agency
are concerned that this worst-case data would enable a terrorist
group to identify the most dangerous industrial sites in the United
States with a few clicks on a laptop. The EPA's security consultants
estimate that putting this information on a Web site would double
the probability of a terrorist attack.
