The major antitrust
statutes were passed between 1890 and 1936. Although their language
has not changed, their interpretation has--dramatically. Politics
is an important ingredient of antitrust enforcement. As we see throughout
this chapter and the next, enforcement is on a pendulum. To understand
antitrust law, it is necessary to know the statutes, the case law,
and the political environment.
